The reason for the implementation of the licensing system of direct selling is that direct selling is a franchise industry. China's direct selling market should be the market of direct selling enterprises, and non direct selling enterprises have no right to enter the direct selling market. However, some enterprises enter the field of direct selling without approval or license. Most of these enterprises do not have factories to produce products, but are trading companies, either acting as agents for domestic enterprises' products, or acting as agents for foreign enterprises' products, and some even buy unsalable products at low prices for direct sales. As we all know, according to the requirements of the regulations on the administration of direct selling, the registered capital of direct selling enterprises should reach more than 80 million yuan, and they should pay a deposit of 20 million yuan. With the increase of sales, the amount of deposit should be increased to 100 million yuan. At the same time, direct selling enterprises should have their own production and processing bases, and can only sell their own or parent company's products approved by the Ministry of Commerce.

In a word, the threshold for enterprises to enter the field of direct selling is relatively high. Therefore, since the "Regulations on the administration of direct selling" has such provisions, direct selling licenses should be issued in accordance with the law. Please don't worry.

Second, the issue of direct marketing license is an effective system arrangement to promote the orderly and healthy development of direct marketing.

Above mentioned, without direct marketing license, it is not allowed to engage in direct marketing business. The government continues to implement this system, aiming at promoting the orderly and healthy development of China's direct marketing economy. Therefore, it is an effective institutional arrangement.

Why the direct marketing market in China is very chaotic before the implementation of the direct sales laws and regulations, and the absence of license system is an important reason; why the chaos of the direct marketing market in China has not been fundamentally solved in the previous years, and the incomplete implementation of the license system is also an important reason. It is necessary to know that some enterprises without direct marketing license also sell products in direct marketing mode, which has a great impact on the development of the market of direct selling enterprises with direct sales license, which has a situation of direct selling caution in the sun and the crazy situation of direct selling in gray area. Therefore, in order to promote the healthy and orderly development of China's direct marketing economy, the government must continue to implement the direct marketing license system, and deal with the direct marketing of enterprises without direct marketing license seriously, so as to ensure the normal operation of the licensed direct selling enterprises.
